Most charities have policies that set out the conditions for turning down a donation. Both the Charity Commission and the Chartered Institute of Fundraising have guidance on writing and using such policies. However, like all policies and codes, any gift acceptance/refusal policy can’t possibly cover every scenario of the so-called ‘tainted money’ dilemma. There are bound to be situations and cases where the policy’s recommendations are not totally unambiguous.

Yet even when the policy’s recommendations seem clear cut, it might feel like the right thing to do is accept a gift the policy suggests you ought to refuse, or refuse a gift it recommends accepting. Further, a policy is just words on a piece of paper or a computer or phone screen. It can provide guidance about what to do. But it can’t actually make a decision about whether to refuse a donation.

Only a professional fundraiser can do that.

To make such decisions, fundraisers need to understand the ethics of gift acceptance and refusal, which go beyond what is written in a policy.

The Chartered Institute of Fundraising has asked the fundraising think tank Rogare build on the ethics of accepting/refusing donations as a companion to its guidance on writing acceptance/refusal policies, to aid fundraisers in dealing with those ethical grey areas the policy doesn’t fully cover.
