Consultation: Updated public fundraising rule books

We have opened a consultation into the Chartered Institute of Fundraising’s rule books for street, door-to-door and private site fundraising. This resource outlines what changes have been made and how to share feedback and questions with us.

In light of the updates made to the Code of Fundraising Practice (the Code), we have updated our rule books to ensure our public fundraising work aligns with regulation and evolving best practice. We are now inviting members who carry out public fundraising, including charities and agencies, to feedback on our proposed changes and ask any questions you might have.  

The consultation will run until Friday 23rd January 2026.

What changes have we made? And what are we consulting on?

Rules highlighted in blue have been updated to replicate the wording of standards in the current Code. We would like to know if you think these rules should remain in-line with the Code, or if there is any reason to amend them to strengthen best practice.  

Here is an example of a rule that replicates the standard in the Code.

RULE FR4: Asking for Support

1.1.4 You must not encourage an existing or potential donor to cancel or change an existing donation in favour of a donation to another charitable institution.

Rules highlighted in purple are specific to the Chartered Institute and are designed to exist alongside current regulation to ensure all charities who follow our rule books maintain the highest standard of best practice. We would like to know if you have any views to whether these should be amended, or any questions you have about them.

How to respond to this consultation

To share your thoughts on the rule books, please send your responses in a word document to publicfundraising@ciof.org.uk .  We ask that all responses include the name of your organisation and a key point of contact.  

To make it easier to identify which rules you are feeding back on, we also ask you use the following format:
